The further part of the image (the buildings) is an HDRI from hdrihaven, the track and other stuff is modeled in 3ds Max and the motion blur is achieved animating the scene in keyshot :)

Sure Rex!!! It is a really basic scene but maybe it can be useful for you :) just let me get together the textures and will be up ASAP :)
