Hello:

Can a workstation be built with two AMD Threadripper 2990WX processors?

If so, would KS be able to utilize all 64 cores and 128 threads?

No, Threadripper is for single-socket systems only. For dual-socket setups you will need to look at EPYC (https://www.amd.com/en/products/epyc-server).
