Title: Translation handles should always show on screen

When 'moving' an object or group of larger objects, zooming in or panning too far causes the move handles to scroll off of the screen since they are locked to the middle of the selection. I would love for them to appear somewhere on the screen in these instances, so they may still be used.

+1  (Speaking for myself :)

Also the widget panel is in my way of using the widget handles most of the time.

Can we make it "dockable" or "dragable" in the future?  Anything to get it out of the way.  I know I can scroll out, but that's a hassle when working with the camera locked.
