Title: Material library has vanished!

After running the latest update, my materials library has up and run off.  The material library window opens, but it's empty.  

Is this the aforementioned xml issue?  If so, can anyone tell me how to fix it?

I'm running v1.9 64 bit/Win7.

Check if you have read/write rights on the folder your XML is pointing to.
