nope! more simple .....
mapped a video on the material!
Holographic foil can be done directly in the Material Graph by using a color gradient with the "View Direction" mapping.
No video texture needed.
A screenshot of my material graph is attached - I haven't figured out how to insert an image inline in a forum post.
