Hi This is my first time trying to put on a decal for a customer and not just for fun. I applied the image (.png) to the material as a bumpmap and tried all the settings. I can get it positioned correctly, but not to be anything but black and white. (the colors won't come through) I need these colors to come through for it to look like the actual unit is turned on and "displaying" this image. What settings do I have incorrect?

I can't see your images (got a nasty web-filtere here at work) ... If you upload them to the forum directly I can see them all.
Either way, so you aply a decal to the bump-map ?? Why ?
You should go to the "label" tab (next to the texture tab) and put your decal in there.
You should, as PhilippeV8 states, apply it as a label and not a bumbmap.

I do not see any Label tab in this version.

You will need to apply the graphic as a texture.
And why are you still on 1.9? It is time to upgrade!
Well, Version 1.9 still does all I need it to do. Sure, the newer versions can do more, but what I need and what I want are two different things. This year I invested in a 3D scanning endeavor and so maybe next year will be the year for the Keyshot upgrade? (unless of course things go exceedingky well this year and upgrading comes early ;) )
