Title: Odd spotting with IES lighting

Hi all;
4.3.1.  Any idea what is causing this odd spotting when using IES lighting?  It only happens when a material is matte or slightly > heavily roughened.  #478 is the one I'm referring to.  HDR (kitchen) brightness is set at 0.30.

I've also ran into this issue a couple of time, but when using Area light diffuse on a small surface area (i.e. LED chip)

I will see if I can put together a simple scene that demonstrates the issue.
