This trick can be done in 2.1 by using a white, semi transparent, image as a label, then you just crank up the specular color to white and increase the IOR of the label until you get the desired amount of shine on the surface.
You will also want to set the label to "repeat" and use box mapping to make sure it covers the entire surface.
The white image will tend to cast a light color over the surface as well. You can reduce the intensity of the label to get rid of this white cast.
