Where did you download the model please?  The link on this site seems to give a "404 linked file not found"

When you install keyshot, the camera.bip file should be available in the "scene" folder. I didn't download it.

Is it normal to have these low FPS on a high-end mobile processor?

I think, there are some settings, to improve...
Please take a look in your Bios:

Advanced Tab -> Performance Options
- CPU Performance Mode -> Turbo
- Turbo Mode -> Enabled
- Select Clock Mode -> Auto
- F10

After a Reboot, please take a look in your Power Options:
Control Panel -> Power Options -> High Performance

sadly, dell hasn't enabled these settings in the bios (I'm not saying that those options are disabled, they are just not there...)

One thing worth a try (daft as it sounds) is to remove the battery and run on mains power only. I mention this because we had a similar problem (limited access to bios) recently, albeit with a different Dell laptop. After trying everything, we disconnected the battery and all became mysteriously clear..
