Displacement breaks depending on Displacement Height

I'm trying to model a beach scene using two planes. The first is the rocks at a slight angle with a displacement map applied. The second is the water. The idea is that the water would be seen flowing between the individual rocks thanks to the displacement map. To achieve the look I'm going for, I need the rocks' displacement to be significant enough. The problem is, too much height and the large artifacts in the displacement map begin to appear. This occurs whether I use 8-bit or 16-bit maps. Anyone have an idea why this is happening?

I think the displacement map you used was a poor one. I have tried so many maps and I found out Poliigon's were the best.

It worked fine with me! And guess what - I used the poorest map (I just screenshot it).
Try to rescale your plane, I used 1m x 1m plane here.
