Cameras dont save correctly and keeps adding new ones

Im running 6.3 Pro on a new computer and I keep running into an issue with my camera sets.
If I save a camera set and lock it, that set changes when I reopen the file.
More annoyingly, anytime I move the camera it creates another camera which ends up resulting in a long list of unwanted cameras.
Its entirely possible Im doing this wrong, but I have been using the program for a couple years now and this is a new experience.
