Not entirely sure how to go about doing this, but I think I'm looking for a way to blend materials. How in the image would I be able to get a the blend of the outer part to the inner ? ...

Translucency material type :)

The translucent material works great but that's not what I'm getting at. The outer rind of the cheese not the inner ?

TpwUK

The outer rind would still be a translucent material or a soft cloudy plastic

There is a transition fading between both materials.

Then model it to suit ... Layer 1 - Rind, Layer 2 - Cheese
Materials are both translucency, the rind in your picture has a higher translucency value.

You will have problems with where the parts meet unless you add seams and UV mapping in a polygon modelling app.

What are you using to model the cheese ?

Well ... I had a play at it and it is doable with UV mapping and some better paint skills than my test object received - it was that butt ugly i dare not post it, but the teary holds good :)
