Standard Units for Primitive scale numbers

Is there a way to be able to enter in actual numbers for the sizing of added geometry? Right now when using the scale handles on the Move gizmo, the Scale numbers of the object under the Position tab don't really make sense. Example. Create a cylinder, and scale the Y axis handle only. Instead of the Y number changing, both the x an z numbers change instead. Kind of counter intuitive. I understand that the numbers are just re-jiggering themselves around so they "normalize" around 1.

Then the Main overall Scale number really goes awry. They don't really mean anything other than an obscure reference to each other.

I created a cylinder, wanted to scale it along the Y, so I made the Y axis shorter (sort of a tablet shape, just a squat short cylinder), but then I ended up with these numbers

X 5.4715
Y 1
Z 5.4715
Scale .0181

I was trying to match the size of a current part, and it would be cool to be able to copy the actual dimensions of that object into the primitive object. Or at least be able to type in the measurements.
