I struggled on this one! Tried to make an ice material, a little bit of realism and whitewalker-ness haha.
To achieve this I did a "core" of translucent medium with cracked ice diffuse, roughness, bump and displacement maps. I duplicated the geometry and added a spots texture to displacement and opacity to create little chunks stuck on the surface product of the carving.
Roshan Hakkim (fellow keyshoter) gave me some good pointers about the diference that the ice density should do to transparency but I couldnt achieve that level of detail, the scene was already sucking 22,5gb of RAM.
The dust/ice/snow particles in the air are a simple cube filling the entire scene with a Plastic(Transparent) material, completly transparent only with flakes added. I followed Liam Martin`s tutorial on floating dust.
The smoke/vapor is post-processing on Ps.
Please tell me what you think and what would you add or change.
Cheers!

My personal critique is that the "smoke" plus the dust particles and the background makes it look like the whole thing is floating  in space... not exactly what I wanted haha.
