Rotation on top of rotation

I have applied a rotation to object around a pivot point and no I am trying to apply another rotation to same part and it does not work. It does not revolve around my selected pivot point?
So I lift to side clip up 90 degrees, then want to turn it 180 degrees to follow top part but not working..

Dod you select the top part as the helper object for the pivot point?

No I created an additional part in Rhino, Pipe shape, so I could use as a pivot point.

So basically I knew I wanted to pivot to I screen a secret unseen part in the top yellow part to pivot around. This works if I just do one rotation but if I rotate 90 one direction and then apply another rotation it seems to get confused.
