Max Cores per job

We are new to NR, but have found one feature that would be useful for us, and that would be being able to set a maximum number of cores per job.  If I have a student start a really big job I do not want smaller quick jobs started afterward to have to wait for the large job to get near its end for cores to become available.   I apologize if this has been asked for before, but I did a quick search on this thread for this and did not get any posts returned. Thanks.
