Network render: automatic utilize slave if...

Would be very handy to have a possibility within Network render to automatic utilize  slave if there is a low cpu load (<10%) for a period (e.g. 30min)

=> In combination with scheduling slaves for use at specific times or days, one can e.g.  set up to use them starting from early evening but only if there is no cpu load from other tasks/user for some time.
