My depth pass is flat even when lowering exposure

I rendered out a depth pass but when i try to lower the exposure in photoshop to see it, its still flat. Has no depth. Is there any additional steps I should be aware of???

I usually go to image > adjustments > HDR toning and then select 'equalize histogram' from the method dropdown.
