Win 10/64 creators update & mouse wheel function

I use my mouse wheel for scrolling functions and enlarging the item in the window.  I also use it (when pressed down and held) to move the item up and down & right & left.  After the Creators update the pressed wheel function no longer works.

I've updated our NVidia drivers with no luck.

Any suggestions ?

Panning by clicking the mouse wheel works fine on my Windows 10 machines, that are all running Creators Update.
Is the mouse wheel working in other tools?
