Perspective Matching global or relative?

I've had some weird things occur with the perspective tool, at first I thought it was relative to each camera, meaning once I adjust the perspective that is only for the current camera I have selected. However, I'm finding this is not always the case and sometimes my other camera's views that are locked will change while others will not.

Anyone else experiencing this?
