Give network rendering workers a "quality" rating

In an office environment one may have many workstations sharing their cores to the total network rendering core count. As such, there may be more available cores than are allowed by the license. Some workstations may be slow/older and thus process tasks slower, thus should only be used if necessary. It would therefore be beneficial to have the network master estimate and prioritize work to faster workers. For example if one worker can process 5 tasks in the same time as another worker can process 1 task, there is no point sending one task to worker #2 unless there are 6 or more tasks.
