IES Directional lighting controls

If it's possible I'd like to see IES lights that have a wire frame focus point that can be moved and a fall-off guideline for the light intensity.
  I believe the light object "Move" handles would first have to stay at 0 degrees when rotating the object.
(Now after rotating they are at odd angles and it's hard to know where it's pointing.)
